It's a mast carrying searchlights (you can discern them at the end of this tall thingy) for evening games at the beginning and end of the season. During summer there is sufficient daylight regardless of when matches are played.
I love soccer or football and watch it all the time. Or when I can. Anyway, I would never know what the part is part of. The rust surely isn't good.

To answer you question about vandalism of the benches in Central Park, there is strangely few vandalism there. I don't know why! The place that gets the most vandalism is the subway stations and subway trains.
