I'm surprised he didn't sue his owner for mistreatment.
In fairness, it was a sunny day. Little dogs have seen worse during this season.

Methinks it might be a little chilly on his feet - you can see he's lifting one foot out of the snow...he's a cutie, though, very much like our daughter's dog, which she named, appropriately, Snowball!

O he does look a poor mite even if he isn't.
It's an interesting equation really. Most people prefer a warm location. But sitting outside is considered attractive too. So, instead of venturing inside the cafe and sit down by the fireplace they gathered out here with their respective plaids.
