That's been me for the past few days, photographing unwanted stuff and a part in the process of their disposal.

Huh. Was there an interesting bird or bug on that bin? Can't see why anyone would think it's special.
A true photographer will find something interesting everywhere they look.

The photo never tells a lie they say, but we all now that is wrong. She is photographing birds in a pond (see here and here on my personal blog). It's all in the caption as Bruce Schneier so rightfully explains on his blog (Doctoring Photographs without Photoshop).
Ming (tm): I think the problem is that the city is not responsible for the decoration. I would guess that it's a private initiative.
