You know what they say, this is a law-abiding country. Just put up a sign - case closed. Even these potentially rolling stones will comply. Well snapped!
(Incidentally, what does the lower sign say? The upper is obviously a stop sign.)

I have no idea about the sign. The area was sealed of so I couldn't get around to have a look.
In Italy the sign probably would say: "absolutely forbidden to place even a single stone here".
Ha ha ha ... !
It's reassuring to see these rocky fellows having a crush strictly confined within the designated territory.
I'm fascinated by this kind of absurd urban scenes! :-))) You don't imagine how many similar situations there are in Portugal! There is a daily show on TV about this and other absurd stuff too...
